Turkish Official Says Modern Wars Are Digital, Narrative-Based
Addressing the opening session of the 17th Al Jazeera Forum in Doha, Duran pointed to the forum’s theme — “The Palestinian Cause and the Regional Balance of Power in the Context of an Emerging Multipolar World” — as a call to examine not only the devastation caused by Israel’s war on Gaza, but also the profound shifts reshaping the global order.
Reflecting on long-standing debates about international change, he said: “For over 20 years, we have been told the world is in transition. Today, that narrative is no longer sufficient. The world is not just transitioning. It has already transitioned.”
Duran argued that the foundations of the post-war international system are steadily eroding.
He said widely accepted rules of conduct have weakened, while genocide has returned to the heart of global politics — not as a rare anomaly, but as a reality increasingly met with tolerance.
He also drew attention to the persistent and systemic shortcomings of international institutions meant to prevent such outcomes, describing today’s global environment as one marked by division, rivalry, and exhaustion within multilateral structures.
“Great power rivalry increasingly dominates global agendas. In this environment, uncertainty is now a structural reality,” he said.
According to Duran, what truly defines the current period is how deeply information warfare has become embedded in modern conflict.
“Wars are no longer confined to physical battlefields,” he said. “They are fought through narratives, digital platforms, and perception management.”
